[The idea of sending "peacekeepers" to Ukraine was suggested by the so-called "Open Democracy" media platform (a George Soros front) as early as 2 February 2022 (link). Interestingly, this was 22 days before Russia launched its Special Military Operation (SMO) in Ukraine. The Soros platform evidently sought to forestall what later became known as the Russian SMO. The idea of "peacekeepers" was also floated by Charles A. Kupchan on May of 2022 during a Council of Foreign Relations panel discussion (link).
