Three US special forces soldiers were killed in northwest Pakistan this week, confirming that the US military is more deeply engaged on the ground in Pakistan than previously acknowledged by the White House and Pentagon (see "The Secret US War in Pakistan," November 23, 2009). The soldiers died Wednesday in Lower Dir when their convoy was hit by a car bomber in what appeared to be a targeted strike against the Americans. According to CENTCOM, the US soldiers were in the country on a mission to train the Pakistani Frontier Corps, a federal paramilitary force run by Pakistan's Interior Ministry that patrols the country's volatile border with Afghanistan. A Pakistani journalist who witnessed the attack said that some of the US soldiers were dressed in civilian clothes and had been identified by their Pakistani handlers as journalists. The New York Times estimates that there are sixty to a hundred such US special forces "trainers" in Pakistan. Capt. Jack Hanzlik, a spokesman for the United States Central Command said there are about 200 US military personnel in Pakistan.

While the deaths of the soldiers has sparked impassioned discussion in Pakistan about the extent of the US military presence, the Pentagon has emphasized that the US soldiers were in Pakistan on a training mission at the invitation of the Pakistani government, saying they were not engaged in direct combat.

A newly released State Department audit of Blackwater praises the firm’s work as the US government weighs expanding Blackwater’s operations in Afghanistan.

A just-released US State Department Inspector General’s report [PDF] on Blackwater’s work in Afghanistan reveals that Blackwater is proposing increasing its private armed forces in Afghanistan, particularly in Mazar-e-Sharif and Herat where the US is opening consulates. Blackwater is currently in the running for a $1 billion contract to train Afghanistan’s national police force.

In general, the report praises Blackwater’s work in protecting US diplomats and aid officials, saying its “personal protective services have been effective in ensuring the safety of chief of mission personnel in Afghanistan’s volatile and ever-changing security environment.” The Inspector General, however, criticized Blackwater for providing “inappropriate” training for its Afghanistan personnel pre-deployment, saying “before arriving in the country, personal security specialists did not receive a specific type of security training unique to operating in the Afghanistan environment,” saying that “rather than taking courses in cultural awareness for Afghanistan, the specialists had been trained in Iraq cultural awareness.”

"Peter Dale Scott called Private Military Contractors (PMCs) businesses "authorized to commit violence in the name of their employers....predatory bandits (transformed into) uncontrollable subordinates....representing....public power in....remote places."

True enough. Those performing security functions are paramilitaries, hired guns, unprincipled, in it for the money, and might easily switch sides if offered more. Though technically accountable under international and domestic laws where they're assigned, they, in fact, are unregulated, unchecked, free from criminal or civil accountability, and are licensed to kill and get away with it. Political and institutional expediency affords them immunity and impunity to pretty much do as they please and be handsomely paid for it.

Damn those ungrateful Pakistanis. After U.S. drone attacks killed more than 600 of their people since 2006—most of them civilians—it seems they think they have some right to say they don’t want the U.S. flying its “aid” planes to Swat and other “tribal areas.” The New York Times reports that “the Pakistani authorities have refused to allow American workers or planes to distribute the aid in the camps for displaced people.”

The paper reports:

Islamist charities and the United States are competing for the allegiance of the two million people displaced by the fight against the Taliban in Swat and other parts of Pakistan — and so far, the Islamists are in the lead.
