Behind all the flim-flammery of this manufactured "crisis," we are watching the creation of a new form of government -- or rather, the further mutation of the new form of government that the United States has been crawling toward for a long time. Wise man William Pfaff speaks the truth like rolling thunder here:

The struggle is under way to re-establish American control over the successors to those despots whom popular uprisings have ousted from Tunisia and Egypt, threatening the careers of still other abusive absolute monarchs and presidents-for-life (and their offspring).

The report that Yemeni president Ali Abdullah Saleh is to be thrown to the crocodile crowds by the American government, allowing for bids by the CIA for a successor, was “leaked” (meaning not announced at a press conference) to The New York Times. His fault, in American officials’ eyes, is not so much the killing and other violence he has deployed against citizen protestors of his rule, tolerable until now (as in the earlier cases of Presidents Hosni Mubarak in Egypt and Ben Ali in Tunisia), as it is the failure of this violence to suppress popular uprising. These figures are not disqualified by despotism but for unsuccessful despotism.

...The authentic sources of revolutionary unrest were deeper than perceived in Western government offices. Obviously there was social distress, callous maldistribution of wealth and arbitrary rule through powerful security establishments. However, these are not “underdeveloped” nations. To apply that term to Lebanon or Syria, or to pre-2003 Iraq, or Iran, or to Egypt, the most ancient and sophisticated civilization of all, is preposterous.

Their political problem might be described as overdevelopment; these civilizations have seen everything.

The Arab states created out of the Ottoman Empire in the 1920s were assigned artificial frontiers that often disregarded established ethnic, sectarian, historical, dynastic, and tribal interests and realities. Iraq, Syria, Jordan, Lebanon and Libya are all cases of political artificiality and Western intervention to suit European colonial interests. Into this, the new and non-Arab, non-Islamic state of Israel was imposed in what was historic Palestine, ostensibly to right the atrocity of the Holocaust, a European crime for which Islamic civilization bore no responsibility whatever. The notion that the U.S. and the European states automatically possess solutions relevant to all of this is absurd.

...The worst outcome is, however, the one that seems most likely: a new American effort to manage the region through chosen political clients and favorites, in the self-deluding belief that this is “democratization”—the identical policy that has already given the region wars in or around Iraq, Israel, Lebanon, Afghanistan, Pakistan, the threat of war with Iran and now the Libyan intervention.

Pfaff nails it cold. The American imperium has indeed found its feet after being stunned for a few weeks by the outbreak of the Arab Awakening. Now it is moving full-speed ahead on a variety of fronts to strangle the regional uprising against corrupt, oppressive elites.

Below is a piece that never got posted in all the hackfoonery that was going with the site recently. It was written in the first heat of Egypt's uprising, but in some ways, it is even more pertinent today, as the Obama Administration rallies around the suave and vicious torturer they have installed in Cairo, in a desperate attempt to produce the kind of "continuity" of militarist-elitist corruption in Egypt that Barack Obama has achieved so magnificently at home in his takeover from the Bush Regime.

This is when you know a regime is in on the ropes: when its security apparatchiks start the panicked, wholesale destruction of the evidence of their crimes. From the Economist:

I KNEW it was truly over when I came home to find a neighbour in a panic. He had smelled a fire nearby. We traced its source soon enough, after climbing to the roof of my building. Smoke drifted from the garden of the villa next door, where workers had recently been digging a peculiarly deep hole, as if for a swimming pool. In a far corner of the garden stood rows of cardboard boxes spilling over with freshly shredded paper, and next to them a smouldering fire. [...] More intriguingly, a group of ordinary looking young men sat on the lawn, next to the hole. More boxes surrounded them, and from these the men extracted, one by one, what looked like cassette tapes and compact discs. After carefully smashing each of these with hammers, they tossed them into the pit. Down at its bottom another man shovelled wet cement onto the broken bits of plastic. More boxes kept appearing, and their labours continued all afternoon. [...] The villa, surrounded by high walls, is always silent. Cars, mostly unobtrusive Fiats and Ladas, slip in and out of its automatic security gates at odd hours, and fluorescent light peeps through shuttered windows late in the night. This happens to be an unmarked branch office of one of the Mubarak regime's top security agencies. It seems that someone had given the order to destroy their records. Whatever secrets were on those tapes and in those papers are now gone forever.

There were of course no such scenes in the leafy suburbs surrounding Washington in the days after Barack Obama's election. Naturally, during the Bush years there had been the judicious destruction of particular pieces of evidence -- tapes of torture sessions, for instance -- that might have proved briefly embarrassing. (And embarrassment was really all that the Bushists had to worry about when they were still in power; they had seen that even the horrors of Abu Ghraib had scarcely troubled the public waters for more than a couple of news cycles.)

But there were no worries at all about the coming of Obama. No need for those involved in the torture of thousands and the custodial killing of dozens of captives to start digging deep holes and sealing their tapes and papers beneath concrete. They knew well how Obama would treat them: like heroes. Indeed, one of his earliest acts was to appear at CIA headquarters and assure the assembled covert operators that they would never be held accountable under the law for their atrocities.

Americans showed their remarkable collective wisdom once again last week, when a shocking act of violence was met with a steady calm across the political spectrum. Indeed, it seemed the entire country was united in a steadfast effort to downplay any disturbing implications of the despicable act and to keep doggedly to business as usual.

We speak of course of Barack Obama's latest "surge" in Afghanistan: his third such escalation of the murderous militarist misadventure in that ravaged land, now heading toward its 10th year of American occupation. Yes, while everyone -- including our leading progressives -- were occupied first with the sight of the orange vulgarian John Boehner waggling the sacred Speaker's gavel then with the latest mass shooting by an American following what George Bush called "the path of action" (i.e., the pursuit of politics by deadly violence) -- the Nobel Peace Laureate was sending 1,400 more troops into the killing fields of Afghanistan.

This move guarantees that there will be an "uptick" in civilians deaths, to borrow the hideous argot of Vice President Joe Biden during the very first Obama "surge" -- which took place less than a month after Obama's inauguration. More killing, more resistance, more extremism, more grief and hatred, more corruption and war-profiteering -- but what of that?

Tonight, in the tenth year of the 21st century, the government of the United States is torturing a young man -- one of its own soldiers -- whom it has incarcerated but not indicted. He has been held in solitary confinement for months on end, subjected to techniques of sleep deprivation taken from the Soviet gulag, denied almost all human contact except from interrogators, constantly harassed by guards to whom he must answer every few minutes -- all in an attempt to break his mind, destroy his will, degrade his humanity and force him to "confess" to a broader "conspiracy" against state power.

His name is Bradley Manning. He is 23 years old. The "crime" he is accused of committing is releasing video evidence of an American atrocity committed years ago in Iraq: the murder of Iraqi civilians by helicopter gunships. Under the American system of jurisprudence, of course, he is considered innocent until proven guilty of this heinous 'crime' of truth-telling. He has not been tried or convicted of this charge, or any other crime.

Yet tonight, in the tenth year of the 21st century, in the United States of America, under the leadership of the Nobel Peace Prize laureate Barack Obama, 23-year-old Bradley Manning is being subjected to same tortures routinely inflicted on other unindicted, untried captives of the militarist state.

Journalist Andy Worthington, who has been one of the most thorough and assiduous chroniclers of the modern American gulag, has noted the parallels between the treatment imposed on Manning and that doled out to earlier prisoners of the bizarre, lawless limbo concocted by the American war machine for those who threaten -- or are perceived to threaten -- its ever-expanding, ever-more corrupt operations around the world. Worthington states that the conditions of Manning's imprisonment

bear a marked and chilling resemblance to the conditions in which a handful of US citizens and residents were held as “enemy combatants” under the Bush administration. The key elements here are the elements of profound isolation and suffering ... not just the solitary confinement, with no other human being for company, but also the refusal to allow Manning to have a pillow, sheets, or any access to the outside world through the reporting of current affairs.

The Nobel Peace Laureate Barack Obama, who in his prize-claiming speech boldly claimed the mantle of Mahatma Gandhi, is now visiting India. And why has he made this pilgrimage to the homeland of his spiritual mentor? Has he come to drink more deeply of the wellsprings of satyagraha, to steep himself more thoroughly in the Gandhian principles of courageous, active, non-violent resistance to evil, to the Mahatma's ceaseless dedication to the poor and the outcast?

No: he has come to seal the deal on the sixth largest sale of war weapons in the history of the United States: $5 billion for the bristling, burgeoning Indian military, currently waging war on millions of its own people in Kashmir and the poverty-devastated state of central India, where the despair is so deep that suicide among the poor is epidemic.

Five billion dollars could have transformed the lives and futures of millions; instead it will go into the pockets of a few American war profiteers -- who will of course spread the wealth around to their favorite politicians ... such as Barack Obama, the leading recipient of war industry money in the 2008 campaign, outdoing even that old soldier and ardent militarist, John McCain.

And of course the Indian arms deal comes hot on the heels of the largest transaction of death-machinery in American history: Obama's $60 billion war-profiteering bonanza with Saudi Arabia, one of the most suffocatingly repressive and inhumane regimes on the face of the earth. But the Peace Laureate doesn't care about that. He knows what is truly important -- and it isn't the blighted lives of the Saudi people, or all those affected by the corruption and extremism that the Saudi royals have spread around the world (with the connivance, cooperation -- or at the command of -- the bipartisan American power structure). What matters most to the progressive paragon of peace is the sixty billion dollars stuffed into the coffers of his militarist backers.

If Obama wins re-election in 2012, it will not be because he "made a mid-course correction" or "learned the lessons" of the 2010 vote or "moved to the center" or any such witless expectoration of conventional wisdom. It will be because his militarist backers have judged his arms deals and Terror War operations sufficiently profitable to justify his retention. As is always the case with the War Machine that rules us, follow the money -- and the blood.

The last, wan hope for real change in the American system was not lost through the imperial dithering of Barack Obama's "Bush-Clinton Terror War Continuity" administration during the past two years. No; those last wan hopes went down the drain in 2006 -- the year that the Democratic Party regained control of Congress ... and promptly made a screeching U-turn on virtually every anti-war, anti-imperialist, pro-liberty, pro-people position it had taken against George W. Bush.

The sell-out -- or rather, the pay-off to the corporatist-militarist power factions who actually control the Democrats -- was immediate, brazen and deeply destructive. It helped entrench the vast abuses of power of the Bush Regime (and its bipartisan predecessors), it guaranteed the deaths of thousands of innocent people in the continuation and expansion of the Terror Wars, and it laid the groundwork for Obama's "Third Bush Administration" of presidential death squads, pointless "surges" in bloody quagmires, remote control slaughter by drone, bristling defenses and relentless expansions of authoritarian power, and cringing, servile capitulation to Big Money on every possible front.

As Bruce Dixon points out in a timely and important piece at Black Agenda Report, the instant the Democrats regained Congressional power in 2006, they immediately jettisoned all talk of impeachment, all investigations of war crimes and the handling of Hurricane Katrina, all impetus for real health care reform, all their previously vociferous opposition to Bush's tax cuts for the rich, and a host of other "dissenting" positions that they had cynically trumpeted in order to manipulate the public's genuine anger and thirst for change. (Ironically, the Democrats are now being hoisted on their own petard, as the corporate-run "Tea Party" Republicans are about to oust them from Congress with their own cynical manipulations of genuine anger and thirst for change.)

Many, many years ago, I noted in the Moscow Times that shortly after the 2003 invasion, the United States had begun hiring some of Saddam's old torturers as the invaders sought to quell the then-nascent "insurgency" -- i.e., the opposition to foreign occupation that when carried out by white men, such as the French during World War II, goes by the more ringing name of "resistance." Here's part of that report, from August 29, 2003:

Here's a headline you don't see every day: "War Criminals Hire War Criminals to Hunt Down War Criminals."

Perhaps that's not the precise wording used by the Washington Post this week, but it is the absolute essence of its story about the Bush Regime's new campaign to put Saddam's murderous security forces on America's payroll.

Yes, the sahibs in Bush's Iraqi Raj are now doling out American tax dollars to hire the murderers of the infamous Mukhabarat and other agents of the Baathist Gestapo – perhaps hundreds of them. The logic, if that's the word, seems to be that these bloodstained "insiders" will lead their new imperial masters to other bloodstained "insiders" responsible for bombing the UN headquarters in Baghdad – and killing another dozen American soldiers while Little George was playing with his putts during his month-long Texas siesta.

Naturally, the Iraqi people – even the Bush-appointed leaders of the Potemkin "Governing Council" – aren't exactly overjoyed at seeing Saddam's goons return, flush with American money and firepower. And they're certainly not reassured by the fact that the Bushists have also re-opened Saddam's most notorious prison, the dread Abu Ghraib, and are now, Mukhabarat-like, filling it with Iraqis – men, women and children as young as 11 – seized from their homes or plucked off the street to be held incommunicado, indefinitely, without due process, just like the old days. As The Times reports, weeping relatives who dare approach the gleaming American razor-wire in search of their "disappeared" loved ones are referred to a crude, hand-written sign pinned to a spike: "No visits are allowed, no information will be given and you must leave." Perhaps an Iraqi Akhmatova will do justice to these scenes one day.

If ever I am tempted by the siren songs of my tribal past as a deep-fried, yellow-dawg Democrat, and begin to feel any faint, atavistic stirrings of sympathy for the old gang, I simply think of things like the scenario below, sketched last week by Johann Hari, and those wispy ghosts of partisanship past go howling back to the depths:

Imagine if, an hour from now, a robot-plane swooped over your house and blasted it to pieces. The plane has no pilot. It is controlled with a joystick from 7,000 miles away, sent by the Pakistani military to kill you. It blows up all the houses in your street, and so barbecues your family and your neighbours until there is nothing left to bury but a few charred slops. Why? They refuse to comment. They don't even admit the robot-planes belong to them. But they tell the Pakistani newspapers back home it is because one of you was planning to attack Pakistan. How do they know? Somebody told them. Who? You don't know, and there are no appeals against the robot.

Now imagine it doesn't end there: these attacks are happening every week somewhere in your country. They blow up funerals and family dinners and children. The number of robot-planes in the sky is increasing every week. You discover they are named "Predators", or "Reapers" – after the Grim Reaper. No matter how much you plead, no matter how much you make it clear you are a peaceful civilian getting on with your life, it won't stop. What do you do? If there was a group arguing that Pakistan was an evil nation that deserved to be violently attacked, would you now start to listen?

...[This] is in fact an accurate description of life in much of Pakistan today, with the sides flipped. The Predators and Reapers are being sent by Barack Obama's CIA, with the support of other Western governments, and they killed more than 700 civilians in 2009 alone – 14 times the number killed in the 7/7 attacks in London. The floods were seen as an opportunity to increase the attacks, and last month saw the largest number of robot-plane bombings ever: 22. Over the next decade, spending on drones is set to increase by 700 per cent.
