Magistrates have been told that they can ignore sentencing guidelines and hand down more draconian penalties to rioters and looters. - Courts are being advised that the scale of last week’s civil disobedience means that offences committed during the riots should be dealt with more harshly. The memo, sent late last week by the capital’s most senior justice clerks, led one magistrate to warn that any offenders involved in the “anarchy” can expect a prison sentence. Magistrates appear to have heeded the message, as figures released by the Ministry of Justice last night disclosed that two in three people charged in connection with the riots and looting have been remanded in custody.
With British Prime Minister David Cameron authorizing the use of rubber bullets and water canons in wake of the turbulent London riots spreading through Britain, questions have been raised about how authorities in the U.S. would respond to a similar domestic disturbance threatening the nation's stability. According to National Journal's White House correspondent Marc Ambinder the U.S. already has a game plan in place. "If what happened in London ever happened in the US, the military has plans -- CONPLAN 3501 and 3502 -- to suppress the 'insurrection,' he tweeted. The mysterious reference to a numbered military plan generated a flurry of interest on Twitter as NPR host Michele Norris shot back:"I want to know more about the military's plan to suppress any potential 'insurrection.'-- CONPLAN 3501 and 3502?"
Interestingly, the CONPLAN (which stands for an "operation plan in concept format" at the Pentagon) Ambinder referenced is a popular subject among conspiracy theorists and critics of martial law. According to the public policy organization GlobalSecurity.org, CONPLAN 3502 is the U.S. military's plan for assisting state and local authorities in the event of a riot or major civil disturbance: "Tasks performed by military forces may include joint patrolling with law enforcement officers; securing key buildings, memorials, intersections and bridges; and acting as a quick reaction force."

NEW YORK, Aug 16 (Reuters) - Global stocks slipped and the euro slid on Tuesday after weak German and euro zone growth data rekindled concerns about the world economy and boosted demand for safe-haven assets like government bonds and gold. Concerns over the financial health of the euro zone resurfaced as President Nicolas Sarkozy of France and German Chancellor Angela Merkel met in Paris to discuss ways of restoring investor confidence in the euro zone. Analysts doubted the two leaders would resolve the bloc's debt crisis, and weak German gross domestic product -- growth slowed to a mere 0.1 percent between April and June, the weakest quarterly rate since 2009 -- clouded the global economic outlook. The euro fell more than 1 percent against the Swiss franc and investors favored bonds over stocks as the data fueled concerns about a Europe already weakened by a fiscal crisis. "Investors are relying on a strong Germany to lead Europe out of the financial mess it's in," said Nicholas Colas, chief market strategist at the ConvergEx Group in New York.
Israel's parliament interrupted its summer recess on Tuesday to debate popular protests against high living costs but there seemed to be little sense of urgency among the smattering of lawmakers, some of whom tapped away on mobile phones and iPads. - "Israelis have turned this summer into a summer of hope," opposition leader Tzipi Livni of the Kadima party said at the session, where government seats were largely empty. Prime Minister Benjamin Netanyahu, whose free-market policies and lower taxes for high earners and companies have been challenged by a month-long surge of demonstrations for economic and social reform, was out observing construction of a new train line that he said would help young couples commute to city jobs from outlying towns where housing costs are lower. The centrist Kadima party introduced a motion, one of four on the assembly's agenda, accusing Netanyahu's right-wing coalition of "foot-dragging" in addressing demands from the public to cut taxes and housing prices.
A SERIES of co-ordinated explosions has killed at least 74 people and wounded 250 more across Iraq, shattering calm during the Muslim holy month of Ramadan and showing that extremistsBlackwater/CIA remain a threat more than eight years after the fall of Baghdad. - The bombs were detonated yesterday in largely Shia Muslim areas of the country. Casualties were mostly Shia-led security forces. A jihadistBlackwater/CIA site praised the attacks and said they targeted “Shias, Christians and the apostate awakening councils”, in reference to the US-backed Sunni groups who turned on "al-Qaeda" in 2007. The deadliest blast was in the southeastern city of Kut, where 37 people were killed by a roadside bomb and then a car bomb, which detonated as bystanders gathered following the first explosion.
US says settlement plans 'deeply troubling,' despite continuing to actively support them. - U.S. Congressman Steny Hoyer (D-MD) said Wednesday that financial challenges “will not have any adverse effect on America’s determination to meet its promise to Israel.” The blunt statement by the second-highest ranked Democrat in the House of Representatives underscored recent news that subsidies to Israel remained untouched by the debt crisis. Hoyer is currently leading a delegation of 26 US Democratic congressmen on a tour of Israel and the Palestinian Authority, funded by an affiliate of the American Israel Public Affairs Committee. He insisted his message was bipartisan and that a similar message will be brought to Israel next week when House Majority Leader Eric Cantor (R-VA) leads a Republican delegation to the country, numbering 55 congressmen. Israel announced on Monday the approval for building 277 new homes in an illegal West Bank settlement, just days after announcing approval for thousands of new homes in Palestinian East Jerusalem and after breaking new records in the rate of demolitions of Palestinian homes and settlement construction in 2011. Strangely, the U.S. responded to these moves on Monday by saying publicly that it was “deeply troubled” by Israel’s settlement plans, a bold statement considering all of Israel’s activities in the occupied territories are funded and sanctioned by the U.S.
Aug 12 2011 Al Jazeera — Following days of volatile activity, European markets rose today after France, Italy, Spain and Belgium imposed a temporary ban on the short-selling of financial shares. Investors who participate in short-selling borrow shares from other investors and sell them at current market prices. When the value of those shares drop, they buy them back at the new, lower price and return the shares to their original owners. Their profit is the difference between the price they sold the shares and the price they bought them back, minus lender fees. In essence, the goal of short-selling is to profit from the falling price of stock. Market analyst Aly-Khan Satchu explains to Al Jazeera’s Tony Harris why short-selling can cause market problems.

Syrian security forces cracking down on opposition strongholds in Latakia herded thousands of people into a stadium and took away their identification cards and cellphones, activists said Monday. - Forces loyal to the regime of President Bashar Assad continued hammering opposition strongholds in the country's main port city, especially in the district of Ramleh, which has been pummeled with tank, gunboat and automatic weapons fire after unusually large antigovernment demonstrations broke out there Friday. Security forces began ordering residents of the area, which includes a refugee camp housing more than 10,000 Palestinians, to go to a soccer stadium ahead of what they described as a huge military operation, activists said. At least five people were confirmed dead.
"They were told they should leave their homes and go to stadiums because the armed forces were going to flatten the area," said an activist in the city, who asked that his name not be used. "Cellphone networks were cut as thousands of people left their houses and flocked toward the stadium. As they were gathered and directed to the stadium, their IDs were confiscated."
Syria came under sharp Arab and international condemnation after activists said gunboats pounded Latakia port, forcing thousands of Palestinians to flee a refugee camp. As activists reported new deaths at the camp, the Palestinians condemned Syria over the violence and the UN Relief and Works Agency (UNRWA) reported that more than 5,000 refugees. "We strongly condemn the operations of the Syrian forces in raiding and shelling the Palestinian Ramel Camp in Latakia and the displacement of the population," Palestine Liberation Organisation secretary general Yasser Abed Rabbo said. Jordan, adding its voice to a recent chorus of Arab condemnation of the Syrian crackdown on dissent, urged Damascus to "immediately" stop the violence and "listen to reason," state-run Petra news agency reported.
A Tibetan Buddhist monk burned himself to death on Monday in southwest China calling for the return of the Dalai Lama, the exiled spiritual leader condemned by Beijing as a separatist, a group campaigning for Tibetan self-rule said. - The monk's self-immolation could spark fresh tensions in heavily ethnic Tibetan parts of Sichuan, which neighbours the official Tibet region, following protests in March when a Tibetan monk there also burned himself to death. The London-based Free Tibet organisation said the latest immolation-protest was carried out by a 29-year-old monk, Tsewang Norbu, who was from a monastery in Tawu, about 150 km (93 miles) from where the last immolation happened.
